I live in a dry place, so I have not seen this behavior a lot. I have tested this behavior by pouring a little bit of water on my XIOM Omage III rubber. I played without wiping off the water from the rubber. It was like I was walking on black ice.
The table tennis rubbers absorbs humidity in high humid places. The thin water layer on the rubber can trouble you. You can lose control on your shots. In winter and monsoon, this is a serious problem.
There are few things you can do to remove the humidity out of the rubber. The first approach is cleaning the rubber surface as many times as possible. You can wipe the water off with a dry towel. If you are playing indoor or playing in a tournament, make arrangements to control the humidity in the area. Keep the doors closed can help.
The other option is to use TSP Dry. This is a spray comes in a 110 ml bottle. You can spray the rubber evenly and wait for 2 to 3 minutes before using it. The rubber becomes dry in that time. The TSP Dry is very effective on long pips also.
The TSP Dry does not change the characteristics of the rubber. However, the spray is made of LPG. It is flammable as well as it may fail the ENEZ test because of LPG content. Keep a backup paddle if you are not sure of passing the ENEZ test.
I use TSP Dry on the TSP long pips that I use. At tournaments I would use new long pips to avoid an trouble from the racket testing.
